Dr. Arend received a Ph.D. and an M.A. in Foreign Affairs from the Woodrow Wilson Department of Government and Foreign Affairs of the University of Virginia. He received a B.S.F.S., magna cum laude, from the Edmund A. Walsh School of Foreign Service at Georgetown University. He is author of Legal Rules and International Society (Oxford).
