Luis Quiroga

M.S. in Foreign Service Student

Luis Quiroga is an M.S. in Foreign Service candidate, concentrating in Geoeconomics, Business, and Finance. He is interested in the intersection of business and government and how institutions shape economic opportunity. Luis began his academic journey at NOVA Community College before transferring to Stanford University, where he earned a B.A. in International Relations in 2023.

Luis brings experiences from the public, international, academic, and nonprofit sectors. In the U.S. Congress, he supported the Office of Congressman Gerald E. Connolly and engaged directly with constituents. At the World Bank’s Bureaucracy Lab, he contributed to the Survey of Public Servants, which measures the effectiveness of bureaucracies worldwide. His interest in human rights and gender equity motivated him to work at APRAMP in Madrid, supporting women survivors of human trafficking. At Stanford’s Inclusive Democracy and Development Lab, he contributed to research on women’s political empowerment in India.

Most recently, Luis worked at Foundation for a College Education (FCE), where he deepened his understanding of the nonprofit sector. In this role, he implemented a professional mentorship program, wrote a successful grant application, and analyzed enrollment and graduation data to inform FCE’s strategy.

Luis is a 2025 Rangel Fellow and plans to enter the U.S. Foreign Service upon completing the Program.
