Joy Isabella Garcia
Global Human Development Student
A native of Indonesia, Joy Isabella Garcia is a humanitarian practitioner and localization specialist with field experience in both sudden-onset emergencies and protracted crises. She is committed to bridging the gap between international humanitarian and development architecture and local actors at the front lines of response and recovery.
Most recently, Isabella served as the Ukraine Response Lead for United Refuge, establishing in country humanitarian operations, serving as focal point for multiple UN clusters and working groups, and building partnerships with local civil society organizations. She has advised on localization strategy, including contributions to the Gaza humanitarian response. Her earlier work includes the Haiti earthquake response, where she coordinated assistance for unaccompanied minors and served as focal point for civil-military relations and the Child Protection, Food Security, and WASH clusters.
At GHD, she plans to deepen her knowledge and skills across the humanitarian-development peace nexus, with a focus on public private partnerships, blended finance mechanisms, and emerging technologies. Her goal is to translate field experience into stronger, more equitable frameworks for locally led programming. Isabella graduated summa cum laude from Pennsylvania State University with a bachelor’s degree in Law and Society and dual minors in Finance and Political Science.
Outside of professional responsibilities and studies, she enjoys spending time with her daughter, dancing Argentine tango, visiting bookshops, and greeting every dog she meets.
