Elcior Santana

Adjunct Professor - Center for Latin American Studies

Dr. Elcior de Santana is an Adjunct Professor at Georgetown University School of Foreign Service/CLAS, a former Associate Professor at Pontifícia Universidade Católica de São Paulo (PUC/SP) and a former Adjunct Professor at Fundação Getúlio Vargas São Paulo (FGV/SP). He is the Executive Director of Partners for Results (PfR), a former Senior Associate at CSIS – Center for Strategic International Studies and a former Director of the “Movimento Brasil Competitivo (MBC)”.

 

Dr. De Santana has longstanding international experience both in his native country, Brazil, and in the United States. In Washington, over a 20-year career, as the Alternate Executive Director for Brazil he served at the Board of Directors of the Inter American Development Bank, (IDB) the International Investment Corporation (IIC) and the Multilateral Investment Fond (MIF). At the IDB, he was also chief of staff to four Vice Presidents. He worked for the International Monetary Fund (IMF) as Senior Economist with the Western Hemisphere Department.

In Brazil, Dr. De Santana held many positions with the Brazilian federal government and the State of Sao Paulo government as well as with academic institutions. He served as the Chief of Staff of the Directorate of International Affairs of the Central Bank of Brazil, Special Advisor to the President of the Banco do Estado de Sao Paulo, International Advisor to the Governor of the State of Sao Paulo, Vice President for Finance and Administration at the Catholic University of Sao Paulo, Director of the Institute for Latin American Relations (IRLA), Director of Arte Sem Fronteira and CEO of Fundação São Paulo.

Throughout his career, he has served on many committees and led task forces addressing the design and implementation of policies related to social and economic development, regional integration, trade, poverty alleviation, international financial mechanisms, and the Brazilian external debt.

 

Dr. de Santana has also had a distinguished academic career. He was professor of economics at graduate and undergraduate levels at the Fundacao Getulio Vargas, Sao Paulo and at the Pontifical Catholic University of Sao Paulo (PUCSP), where he was an Associate Professor. Dr. Santana held several positions in PUCSP including Vice President for Finance and Administration and Director of the Institute of Latin American Relations (IRLA) in São Paulo. He has lectured on economic issues in the U.S. and internationally, including at the Kenan-Flager Business School (University of North Carolina at Chapel Hill), the University of Tokyo, Rockefeller Center (Bellagio, Italy), City University of New York, the International Institute of Public Finance (Budapest, Hungary), the University of Rome, Council of the Americas, Center for Strategic Studies, SAIS-John Hopkins University, and other institutions.

 

Dr. De Santana holds Master and Doctoral degrees in economics from the University of Paris X, Nanterre. He is fluent in English, French, Spanish, and Portuguese is his native language.
