Caitlynn Nguyen Rais

Caitlynn Rais is a Master of Science in Foreign Service student at Georgetown University concentrating in Science, Technology, and International Affairs. She graduated summa cum laude from San José State University with a major in Political Science and minors in Psychology and Justice Studies. Raised in Silicon Valley and shaped by a multicultural Vietnamese-Iranian upbringing, she developed an early interest in how technology intersects with diplomacy and global governance. Her academic research has examined artificial intelligence and cybersecurity in the U.S. criminal justice system, focusing on the risks emerging technologies pose to legal institutions and national security.
Caitlynn has engaged in political and diplomatic practice through internships, Model United Nations, and the 2024 Army War College International Strategic Crisis Negotiation Exercise focused on the South China Sea. She is fluent in English, Spanish, and Vietnamese, and speaks some Mandarin Chinese. Her interests lie in technology policy, specifically in cyber space and biotechnology, and U.S. foreign affairs. She aspires to pursue a career in diplomacy focused on balancing innovation, security, and governance in an increasingly complex international environment.
