Angelo Rivero Santos, Ph.D.
Summary
Angelo Rivero Santos has 20 years of teaching and research experience in higher education as well as in negotiation,
lobbying, advocacy and diplomatic practice. In the Fall of 2014 he returned from his seven-year stint in diplomatic practice
to the Center for Latin American Studies (CLAS) at the Edmund A. Walsh School of Foreign Service at Georgetown University
where he served as Interim Director for AY 2022-23.
He is Teaching Professor and Director of Academic Affairs in CLAS. In that capacity, he oversees the M.A., the Graduate
Certificate and the Minor in Latin American Studies at Georgetown University. He also held the title of CLAS Director of Academic
Affairs between 2003 and 2006 before leaving for diplomatic practice. Since his return, he teaches graduate seminars in
Latin American and Caribbean States and Societies (one of four requirements in the M.A.), International Relations and New
Regionalism in Latin America and the Caribbean, Political Economy of Development, and a seminar on ‘Venezuela and the Caribbean.’
He also oversees the Capstone Seminar, the final requirement for M.A. Candidates in Latin American Studies. In the Spring semesters
he offers an undergraduate seminar (LASP 3490-01 / IPOL 3440-01) on Global Perspectives on International Relations.
In AY 2025-2026, he is the Professor of Record for the Honors Thesis Workshop for students pursuing the Regional Comparative
Studies major (RCST) in SFS.
For the past eleven years he has served in the University's Task Force for undocumented students and since the Fall of 2023
he serves in the SFS School Council.
Between December 2006 and October 2013, Dr. Rivero Santos served as a high-ranking diplomat in the Embassy of the
Bolivarian Republic of Venezuela in Washington, D.C. He was first appointed as Minister Counselor for Political and Economic
Affairs and for most of his tenure served as Deputy Chief of Mission to the White House (March 2007-October 2013). He was
also designated to be Acting Ambassador (Charge d’Affaires, a.i). twice (September 2008-July 2009 & December 2010-May 2013).
Before joining the Venezuelan Foreign Service as a political appointee, Dr. Rivero-Santos also taught at the undergraduate and
graduate levels at his alma mater, The Maxwell School at Syracuse University, as well as in the Graduate Program of International
Relations at Universidad Central de Venezuela and in the Division of Business and Social Sciences at Foothill College in Los Altos Hills, California.
During his years as a doctoral student, he also had stays as a researcher with the United Nations Research Institute for Social Development
(UNRISD) in Geneva, Switzerland, and with the Organization of American States (OAS) in Washington, DC.
In addition to his duties at Georgetown University, Dr. Rivero Santos has been active in the greater Washington, D.C. community. He oversaw
the State of Virginia’s operations of CASA, where he also designed, developed and became the first Director of the organization’s Leadership
Academy. Founded in 1985 and headquartered in Hyattsville, MD, CASA has over 81,000 members from over 30 countries, making it the
largest pro-immigrant rights organization in the Mid-Atlantic.

In addition, during his diplomatic stint he wrote and supervised the issuance of hundreds of confidential diplomatic communications,
including cables, strategic political and economic analysis, energy and foreign policy briefs and strategic roadmaps, among others.
A native of Caracas, Venezuela, and an avid baseball and cycling fan, Dr. Rivero Santos earned his Ph.D. in International Relations at
The Maxwell School of Citizenship and Public Affairs at Syracuse University in Syracuse, New York, where he also earned his
Masters in Public Administration and Masters in Economics.
