Ambassador (ret) Deborah A. McCarthy is an expert on U.S. foreign and national security policy. Currently, she is the Lead U.S. Negotiator to the UN Ad Hoc Committee on Cybercrime at the U.S. Department of State. She is also a non- resident Fellow at the Atlantic Council. Recently, she was a Senior Fellow at Harvard University. She served for over 30 years in the US Diplomatic service, including as the U.S. Ambassador to Lithuania. Ms. McCarthy received a B.A. in Economics from the University of Virginia and a joint M.S. in Economics and Foreign Service from Georgetown University. She serves on several Boards and Advisory Councils.
