Public Policies for Early Childhood in Brazil (1988-2016)

CLAS visiting researcher Eduardo Chaves da Silva has been working on his political science dissertation, which looks at the institutional changes that affected early childhood public policies in Brazil between 1988 and 2016. The disertation’s normative base is composed of five major pieces of legislation that changed between the creation of the Statute of the Child and the Adolescent – ECA (Brazil, 1990) and the Legal Framework for Early Childhood – MLPI (Brazil, 2016). Chaves da Silva’s study aims to understand how the issue of the rights of children from 0 to 6 years gained strength in the governmental agenda and in the Brazilian normative framework. While at CLAS, Chaves da Silva compared institutional changes affecting early childhood public policies in Brazil and the United States during the years 2010 and 2016.
Eduardo Chaves da Silva is a PhD candidate in Political Science at the University of Brasília. He holds a Professional Master in Leadership and Public Management at the Center for Public Leadership in São Paulo and an Academic Master in Psychology from the University of Brasília. He is a civil servant at the State Secretariat of Policies for Children, Adolescents, and Youth of the Federal District of Brazil. Eduardo’s research focuses on public policies for early childhood.
